Quality assurance during the construction phase, and during commissioning, plays an important role in ensuring that a building can operate energy-efficiently, and provide the desired levels of comfort for its occupants, as soon as it enters regular use. Our advance services in the interest of a successful structured commissioning process begin well before construction, during early planning phases.
The structured commissioning process has an integrative function. In this regard, it differs from the individual inspections and approvals required pursuant to German Construction Tendering and Contract Regulations (VOB). During the design planning process, detailed system and functional descriptions are prepared for the individual system groups within the various maintenance groups. In addition, all pertinent responsibilities are clearly defined, via preparation of an interface list and finalization of the matrix of relationships between the various maintenance groups. Furthermore, a first framework schedule is prepared, with time periods for the structured commissioning process, for functional tests and for test operations relative to the completion of the facility.
During implementation planning, the system and functional descriptions are updated and expanded to include the settings for the various systems. A functional description and a system profile provide the basis for plant and assembly planning and for the review of individual functions that takes place during the commissioning process.
Excerpt of a matrix of interdependencies
The framework schedule is worked out in detail with respect to each control center/maintenance group, also taking account of the interdependencies between the various control centers/maintenance groups, and the applicable realization periods (number of months) are defined. The interdependencies between the various systems have impacts on assembly workflows and ramifications for completion of the individual systems. By preparing a detailed schedule in connection with implementation planning, one can highlight such interdependencies and make it possible for relevant requirements to enter into the performance specifications for the companies working on the project.
Coordination is carried out by the project manager, in cooperation with project supervisors. In the interest of comprehensive coordination of all interdependencies, the pertinent dates are agreed in cooperation with the architect, other specialist planners and the later operators of the systems. In the process, the schedule for completion of the various control centers is also defined. In addition, any temporary structures are planned that may be needed to ensure that the control centers can be commissioned at the appointed times (i.e. even if surrounding rooms have not yet been completed). In addition, functional tests are coordinated for maintenance groups, including their cross-cutting functions and links. Examples of the systems and functions covered in this work include: fire control system, hydraulic balancing, air balances, fire dampers, evacuation system, substitute power supply system (functional test to normal-power recovery) and sun protection.
In addition, we offer our customers the opportunity to carry out an early simulation of the basic functions of the building-automation systems (emulation).
In such simulation, carried out prior to the final commissioning of the building, the control systems for building-automation systems are demonstrated within a graphic visualization environment, and a 1:1 data-point test checks all functions, as would be done in a laboratory test.
In addition to completion of the construction itself, the prerequisites for the systematic commissioning process include a concept for adjustment and readjustment. In an expanded test operation phase, commissioning management, now as "continuous commissioning," leads into the operating phase. We support our customers in this phase as well.
