With the construction of Building 24 on the premises of Norddeutscher Rundfunk (NDR) in Hamburg-Lokstedt, a modern and flexible facility for office and production use has been created. The six-storey building, with a gross floor area of approximately 11,300 m², represents the first element in a planned expansion of the NDR site and establishes a new entrance to the campus. The development features adaptable office and production spaces with abundant natural daylight and a sustainable low-tech building services concept. In future, editorial teams for radio, television and online production will work together under one roof. Around 600 workstations and highly specialised production areas, including the new Hamburg regional broadcasting centre, will support integrated, cross-media collaboration.
ZWP was responsible for the design and site supervision of the entire mechanical, electrical and public health (MEP) systems.
Following a resource-efficient low-tech philosophy, the building was conceived to minimise technical systems in the office areas. These spaces are predominantly naturally ventilated; active cooling and complex room control systems were deliberately omitted. Heating and cooling are supplied via an existing district energy network. Demand-based lighting is provided through free-standing luminaires.
By contrast, approximately ten per cent of the total floor area is allocated to production zones, which are subject to considerably higher technical requirements. Studios, control rooms, voice-over booths and editing suites are equipped with high-performance systems. Precisely coordinated ventilation and cooling are achieved through chilled ceilings and variable air volume (VAV) systems, ensuring a comfortable environment even under high internal heat loads. Additional measures, such as acoustically decoupled installations and integrated attenuators, ensure compliance with stringent acoustic and soundproofing standards.
The building management system integrates seamlessly into NDR’s existing infrastructure. A user-friendly control system—via presence detectors, setpoint adjusters and ventilation switches—enables flexible operation modes, while also meeting the highest standards of electromagnetic compatibility (EMC). This clear and cost-efficient technical structure delivers a system that is both robust and future-ready.
With an investment of approximately €11.5 million in the building services and commissioning scheduled for July 2025, the project demonstrates not only a commitment to state-of-the-art technology but also to sustainable and efficient operation — a successful example of forward-thinking planning in the media sector.
